Windows 10. Is it no longer possible to reset user passwords through renaming utilman?

Windows 10 used to be really easy to hack into without a password but I tested it on my new laptop and it asked for administrator password. Old method was entering windows recovery, opening command prompt, renaming cmd to utilman, then resetting the password. Is there a new method that avoids admin password prompts?

Edit* Here is an image for proof. If you click command prompt or system image recovery it will ask for a password. Picture taken of Version 1909, Build 18363.1198
